Debates over platform regulation have been evolving rapidly in recent years, to some extent starting with the 2017 German NetzDG Law and accelerating with the adoption of the European Digital Services Act (DSA). This session will look at international human rights standards in this area and comparative examples of what States are doing (such as the DSA). It will also discuss the draft UNESCO Guidelines for Regulating Digital Platforms. The session will also discuss local impacts of such developments, many of which are occurring outside Asia, and reflect on the practical concerns of civil society groups in the region.
